Education Program Specialist (SpEd)

As a Education Program Specialist (SpEd) GS-1720-14, your typical work assignments may include the following under supervision:
Advise and assist the Supervisor, Special Education in the planning, implementation, review, analysis and evaluation of special education programs in the execution and operations by the schools and residential programs BIE-wide. Conduct reviews of variances from strategic special education plan and evaluate status and determine need for recommending revisions in plans and schedules due to deficiencies and/or critical problems in operations, funding, adequacy and validity of factors used in analysis and evaluation to show progress, trends, bottlenecks, and deviations. Provide leadership and technical direction for the development, implementation and evaluation of professional development and training program and resources BIE-wide to meet the overall goals and objectives of the SEA plans. Serve as the expert advisor and consultant to management, administrators and educators BIE-wide concerning special education programs. Establish and maintain a cooperative working relationship that includes all DPA staff members with various entities, including Associate Deputy Director, ADD Office staff, School Operations staff, BIE-funded schools; other federal, state, school, program officials; and stakeholders. Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. BASIC REQUIREMENTS:
A. Degree:
that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. -or- B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. -or- C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. -or- D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below. SPECIALIZED
Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-14:
1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience must be related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Examples of specialized experience include:
serving as an expert analyst and advisor in special education due process laws, rules, policies and procedures; developing and recommending alternatives to improve program performance, efficiency, and effectiveness of Federal Education programs related to special education, including IDEIA; recommending improvements for implementing a special education integrated monitoring system; developing multiple data sources and monitoring performance and compliance of a school's progress, performance and budget; examining school performance and compiled data for annual reporting requirements; developing and implementing policies and procedures on compliance monitoring of improvement and supplemental programs; assisting schools in implementing School Improvement strategies such as deconstructing Common Core State Standards, Framework for Teaching and Differentiated instructional strategies for students with disabilities. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
